How broadly exploitable is this vulnerability?

Exploitation is limited to authenticated users with Manager-level (or similar) privileges in a Vaultwarden organization. It does not allow arbitrary unauthenticated users to gain access, but it does enable those Managers to exceed their intended permissions.

What level of access does an attacker need to exploit this issue?

The attacker must already have a valid account and be assigned a Manager role (or any role that can perform bulk collection permission updates). From that position, they can attempt to modify permissions on collections that should be outside their control.

What is the safest general fix pattern for this class of bug?

Implement strict, resource-level authorization for every permission change, including bulk operations. Each collection involved in an update must be checked against the caller's effective permissions, and the operation should be rejected or partially applied if any target collection is unauthorized.
